Summary of Changes Voted into Effect by the Membership

New Season's Fees

Rick Talley, outgoing Treasurer, presented a brief financial report during the Annual Meeting. Based on his conclusions, the Board proposed an increase in Member and Team fees for the new 2008-2009 season. The members attending the meeting voted on and approved the increase. The increase will help offset the large cost of Championships this year, the continued work on the database, and our insurance costs nearly doubling.

Playing Down a Division - Prohibited

Proposals 2008-A, parts I and II, submitted by a long-standing NAGVA member, were both approved by the voting members present at the Annual Meeting. Part I, affecting AA, A, and BB divisions were approved by a vote of 39 in favor, 29 opposed, and 0 abstentions; Part II, afffecting the B division, was approved by a vote of 33 in favor, 16 opposed, and 0 abstentions. These proposals add new restrictions to team composition - members are no longer allowed to play down a division. In other words, if you are playing on a team in the B division, all players must be rated B (or non-rated*). On a BB team, all players must be rated BB, and so on. The only exception is when AA players choose to compete at a tournament offering Modified AA/A.

This change is immediate - there is no grace period. All currently and future sanctioned tournaments for the present season (beginning June 2008 and ending May 2009) are subject to the new rules.

*These new changes make it even more important that team reps make appropriate effort to pre-determine a non-rated player's abilities; failing to do so puts the entire team at risk of having to play up a division at the tournament, or drop the player that has been rated up (if doing so still leaves 6 players).

Grievance with a Tournament Added and Defined

Members passed proposal 2008-E (23 in favor, 18 opposed, 9 abstentions) which defines procedures for an team or individual to seek redress of any volleyball-related or tournament grievance, by filing a written complaint.

Voting Rights among the Board Clarified

Members also passes proposal 2008-D, fixing a oversight which previously allowed, in theory, a board member holding a position with a vote to be appointed to an additional position on the board (also hodling a vote). This loophole was never abused in the past - it was simply discovered and (now) corrected.
